setup up AWS-Neptune

Start with cloudbank login

cloudbank.org/billing-account-access

click on login

go to upper left services, and star/favorite Neptune and s3, iam, ec2

click on Neptune to provision

you can take all the defaults

including making a decoder notebook to look at it

more to come as we sort out access

For now getting crawl from radiant to s3, for later Neptune load
